In fact, an architectural project is the product of a long, complex and variegated dialogue between a series of actors differing by time-frames and function who contribute progressively to the realization of the work. All ladders need various degrees of dialogue which animate the architectural project and mix creativity and rule, decisions and confrontation between different actors. As a result, the project becomes an extraordinary place of mediation and confrontation. Gaining awareness of this condition means, for the designer, charging the architectural work with an ethic, civil and political value which is fundamental for the near future. From wars to economic crisis, passing through ethnic clashes and the strong economic and social inequalities, a series of elements hosted by cities and dramatically represented through places and constructed spaces is dealt with. What role can architecture and the project play in this type of conditions? Can architecture give shape to spaces of peaceful coexistence and contribute to forms of cultural and social mediation? This session questions itself on the role that architecture can play under the conditions of urban and territorial crisis and on the instruments that it can use. Today, the public library, traditionally a place where knowledge is preserved, diffused and transferred, has also become a multimedia information nexus, an access portal and compass guiding users through the world of ICT, a bridge across the "digital divide" and an agent of democracy. It has also increasingly become a place of social interaction, a new urban piazza: a place to meet, communicate, create and consolidate a sense of belonging. The library is a perfect example of an urban locus, a point of reference in the city, a vehicle for political and cultural communication and a leading player in urban marketing: to start up processes of urban and social transformation, to crystallize the image of the community in a symbolic architecture. This relationship will structure the research carried out on the basis of academic and professional experiences. The aim is to move towards a new culture of better balanced and more supportive and sustainable world urbanization, based on good government and a culture of Peace. The UIA-CIMES will also develop a project support network linking universities and city professionals in over 100 intermediate cities throughout the world, facilitating the transversal development of knowledge and understanding and helping to share it amongst participants in the project. Intermediate cities contain the majority of the world's urban population and their mediating role is based on urbanization. The issue is therefore to refashion the role of architect, by reasserting the ethics of his/her profession, the share of his/her creativity and field of activity in the general context of space development and construction, in the broadest sense of the term. Some of the inhabitants, mostly Roma, are leaving for the West, translating the ghettos to older EU members. The renewal of the property regime, a mixture of evictions and abandonment, is leading to new strategies of inhabiting the space. Meanwhile, rural areas are losing not only population, but also highly valuable traditional building techniques. All these issues will be illustrated by four recent action-research projects on slums, evictions, nomadism and sustainable techniques.
